This website is the gateway to investigations into Monterey County's Legal Department. To be clear, this is not about investigations they are engaging in, it's about an investigation into them.
The Monterey County Counsel has one Attorney appointed by the Board of Supervisors who then oversees what seems to be currently 20 Attorneys, 7 legal secretaries and aids, and 9 risk management personal.
Civil Servants in EHB, HCD, Assessing, Clerks Office, Social Services and others have shown and open willingness to engage in unethical and illegal behavior with no concern for consequence. That type of empowerment can only come from legal support.
What is going to be exposed may be considered "gnarly" by many of sane mind. If you think of Monterey County more as a corrupt corporation with nearly unlimited access to revenue generation and employment justification -- and a moat around all the civil servants to managed by a legal army -- the picture should make more sense.
The have forgotten about who funds their paychecks.
1) County Deputy Counsel Brereton fabricated 7 facts as part of fictional storytelling to deflect for Social Services and DA investigation failures related to two different Elder concerns, one of which may have cartel connections. When you have to file complaints against the County Counsel and a Deputy County Counsel for a fictional story and refusal to provide reference to documents that would show it was not -- and then find out their office controls the email address for the Civil Grand Jury and that email address they publish does not exist, and the phone number advertised for the office rings to a dead end, what comes to mind?

Monterey County has 440,000 residents. About 120,000 of them live in the unincorporated part of Monterey County.
Monterey County Citizens elect 5 leaders: 1) Sherriff 2) District Attorney 3) Assessor-Clerk-Recorder 4) Treasurer and 5) Auditor.
The Sherriff has a lead foot while off duty, an obscene pay package and a lot of concerns from insiders
The District Attorney can raise kids in 8 years, not 18, she ignored filing her required annual disclosure documents for a few years and nobody cared, she has a loan out from a subordinate and nobody cares. She's aware of 40 year legislative frauds that tilted the system to benefit attorneys and has shown no concern, she has a DA who moonlights as the CLO of a Fintech startup while engaging with a homeless NGO who may not live in the county -- and he and three others were digital witnesses to a contractor shakedown scheme and they uttered not a word.
The Assessor-Clerk-Recorder is now a consolidated job -- and she shows no signs of the attention to detail anyone would exptect for an Assessor, Clerk or Recorder. She is missing disclosure documents. She has played shell games with her real estat on disclosure documents. Her assesors are engaging in fraudulent assessing practices and she cares not. She's gone from making $106,000 per year in the early 2010's to a whopping $350,000 pay package while showing no true competenance in any of the roles she's supposed to lead. She may also be knowingly given Supervisor Glenn Church some tax breaks on his primary residence.
The tresurer and auditor have not been heavily scrutinized yet, but some seems to have supported some grossly false information presented about EBH revenue and costs for managing water systems to support obscene water system registration fees that back of the napkin math says were hugely profitable already.
Monterey County Citizens elect 5 Supervisors for Districts 1 through 5 (each citizen only gets to vote for supervisor for their own district)
Five Supervisors are supposed to manage 5000 employees and a $1.8 BILLION dollar budget -- yet there is no requirement for accounting or financial literacy or even relevant business background to be a supervisor.
Monterey County Supervisors and Employees in EHB, HCD, Tax Assessing, and Social Services are acting in a Lawless Manner - and they have their own internal Legal Department to run cover for them who is supporting and protecting their fraud as opposed to preventing it.
District 2 Supervisor Glenn Church decided in 2024, 2025 and 2026 he'd file dramatically different data with the County and state via a disclosure system that should NOT have been available to him -- to help conceal 12M in real estate, 45 commmercial leases, partnerships with real estate brokers inside of LLCs and more . The other 4 board members were notifed on 2 or more occasiaions - reminded that purjury is a felony and that they had a duty to report him -- with insstrutcions of how to confirm his acts -- and none responded (so far)
Monterey County Citizens elect 20+ Superior Court Judges -- but this is very deceptive.
These Judges are called "County Judges) but they are in fact state employees with no county oversight since the early 2000s. There is no longer a true and proper election as compared to what transpired from the 1860' through 1960s. County residents now can only choose from Licensed Attorneys with 10 years experiencde, where as before they had municipal, justice, and superior courts operated by non-licensed commuinty leaders.
It's also deceptive because the Judges currently on the bench are concealing a CIV 1102 Fraud from 1985 which inverted the Real Estate Brokerage Industry for brokerage and legal lobby benefits unjustly shifting massive risks and harms to all buyers -- AND the Judges are all concealing a CIV 1032 and 1033.5 Fraud from 1985 to 1990 that inverted all contract disputes with an attorney fee shifting clause to benefit Corporations and defendants who commit contract related crimes.
Monterey County Citizens do NOT get to elect the County Attorney (the person who represents the County) nor 20+ Deputy Counsels Attorneys, 9 Legal Aids, and 11 "risk management" employees.
The County Attorney is appointed by the Board of Supervisors -- and she then manages or is supposed to be responsible for managing 20 others -- in a system that encourages all of them to conceal each others frauds as opposed to one where they cross check the County Supervisors and Employees
None of the County Attorneys have any overt, direct reporting responsibility to Citizens paying for their services nor the Attorney General of CA -- as might be more the case with Maryland Civic Attorneys.
With a county legal configuration like that, "what could possibly go wrong"?
